For measuring EMI, we need to use an ISN ('Impedance Stabilization Network'). As applied to off-line power supplies, it is called a LISN (Line Impedance Stabilization Network), or an AMN (Artificial Mains Network). See Figure 2 for a very simplified schematic. When used for compliance to CISPR 22 limits, the required LISN is described in CISPR 16, which is the standard referenced by CISPR 22.
